Block & Bleed manifolds are a type of isolation valve. They have multiple handles to isolate different parts of the system. They also have a bleed port so the system can be bled whist maintaining pressure in the gauge, or process. Many configurations and ports allow the pressure to be redirected or vented safely. The bleed port can also be connected into so the process gauge can be checked inline.
